Jakarta EV Hub · Site Screening Tool

What the regulations mean, and what the colors tell you

This tool doesn't invent suitability scores. Every color on the map traces back to a real Indonesian regulation or an official hazard dataset. Here is exactly what each one covers, and why it matters for a 20–25m EV charging hub.

The regulations

Five sources. Every zoning decision on the map cites one of these.

REG 01

Zoning & Land Use Plan

Peraturan Gubernur DKI Jakarta No. 31/2022 — RDTR dan Peraturan Zonasi

Governs
What can legally be built where. Sets KDB (max ground coverage), KLB (max total floor area vs. land size), KDH (min green area), and an exact list of which activities are Allowed, Conditional, or Restricted in each zone.
Used here
This is the backbone of the whole map — all 109,000+ zoning parcels and their build limits come directly from this regulation's official digital layer, not an estimate.
REG 02

Airport Safety Zones (KKOP)

SNI 03-7112-2005, plus airport-specific decrees (e.g. KM 14/2010 — Soekarno–Hatta)

Governs
Maximum building height near airports. Defines the approach, takeoff, and horizontal safety surfaces around Soekarno–Hatta, Halim, and Pondok Cabe that aircraft need clear of obstacles.
Used here
Flags any site sitting inside a protected flight surface, so a height conflict near an airport gets caught before it becomes an approval problem.
REG 03

Riverbank & Waterway Setbacks

Permen PUPR No. 28/PRT/M/2015

Governs
Mandatory no-build distance from rivers, lakes, and reservoirs — 10 to 30 meters depending on water depth, or a 3 meter minimum from a flood levee.
Used here
Any parcel already mapped as a river, coastal, or lake setback corridor is treated as a hard no — building there isn't a gray area.
REG 04

Fire Truck Access

SNI 03-1735-2000

Governs
Any building taller than 10 meters needs a dedicated access road at least 6 meters wide, reachable from at least two sides of the building, for fire apparatus.
Used here
Directly relevant at 20–25m, but not yet checked against real road widths — that comes in the next phase. Included here so the requirement isn't a surprise later.
REG 05

Flood Risk Assessment

Jakarta Satu Geoportal — Resiko Bencana (Disaster Risk) dataset

Governs
Not a law — a government hazard map. Classifies land as Ringan (mild), Sedang (moderate), or Berat (severe) flood risk, based on historical flooding.
Used here
Lowers a site's score in flood-prone spots as a cost and risk factor — it doesn't disqualify a site the way a zoning violation does.

What the colors mean

The map has two views. Each one uses color for something different.

Regulatory Layers view

Shows what each parcel is zoned for today — no scoring, just the raw legal designation.

Commercial & Services

Shops, offices, F&B — the zone type an EV hub fits into most naturally.

Residential

Housing zones. Usually too low-rise in KLB terms to support a 4-storey hub.

Industrial

Manufacturing and warehousing zones (KPI).

Transportation

Terminals, stations, transit-oriented zones.

Office

Dedicated office-use zoning (KT).

Green Space

Parks and protected vegetation (RTH) — not buildable.

Water Body

Rivers, lakes, reservoirs — not buildable.

Defense & Security

Military and security-restricted land (HK).

Road Body

The street network itself — not a parcel, not buildable.

Buildability view

Shows the computed suitability score for the current height and development assumptions — this is the answer, not the raw zoning.

Strong Candidate 75–100

Zoning allows it, intensity and height both fit, no hard conflicts found.

Candidate With Conditions 55–74

Workable, but something needs a closer look — a conditional use, an unresolved height estimate.

Heavily Constrained 30–54

Possible, but expensive or approval-intensive — low KLB headroom, flood exposure, or a KKOP overlap.

Excluded <30 or hard block

Illegal zoning (road, water, defense land) or a protected setback corridor. Not a low score — a legal no.

Red always wins. If REG 01 says the land isn't developable, or REG 03 marks it as a setback corridor, the site is Excluded regardless of how well everything else scores. A great access road can't override an illegal zone.
